RAIB Bulletins
The RAIB may publish a bulletin when it completes its preliminary examination into an incident, and decides not to carry out a full investigation. This decision not to investigate is usually because the RAIB does not consider that an investigation would lead to further significant lessons that would improve the safety of railways or prevent railway accidents or incidents. However, RAIB may feel that it is appropriate to provide information or advice relating to the incident that it has learnt from its preliminary examination. Such information or advice (or “ learning points”) will be published in a bulletin to assist duty holders.
As a bulletin does not contain recommendations under the Railway (Accident Investigation and Reporting) Regulations 2005, the duties under those regulations in respect of RAIB recommendations do not apply.
