The RAIB is a new and relatively small organisation. The Chief Inspector, Carolyn Griffiths, was the first recruit in 2003. The rest of the RAIB's team was put in place as soon as possible after this, allowing for specialist training to take place before the RAIB's launch.

To carry out its investigations, the RAIB has appointed and trained Inspectors who have been recruited from the railway industry and other investigating bodies. They are experienced and have a broad mixture of skills covering the entire railway industry, and have been trained in investigation techniques.

To support its investigations and operations, the RAIB employs an administration team who are primarily experienced civil servants.
